Taking another important and active step towards enhancing the capacities of Zilla Parishads in Haryana, Chief Minister Manohar Lal has entrusted the responsibility of repairing link roads in 6 more districts – Sonepat, Kaithal, Mahendragarh, Rohtak, Jhajjar and Rewari – by the end of this year. The transfer to Zilla Parishads has been announced. At present this work was being done by the Haryana State Agricultural Marketing Board. The Chief Minister was holding a meeting with Zilla Parishad Chairpersons and Chief Executive Officers here on Sunday to review various developmental initiatives. Development and Panchayat Minister Devendra Babli was also present in the meeting.

Earlier, the responsibility of link road repair work being done by Haryana State Agriculture Marketing Board has been transferred to Zilla Parishads in five districts including Yamunanagar, Karnal, Palwal, Bhiwani and Fatehabad and the process of repair work is already underway. With the addition of these six districts, the district councils will now have the task of repairing roads in rural areas in 11 districts of the state.

While reviewing the progress of the development works, the Chief Minister also directed the Chief Executive Officers of the Zilla Parishads to initiate the tender process for ensuring village rotations in villages with a population of 5,000 or more by September 30, 2023.

The Chief Minister emphasized the importance of respecting the chairmen of Zilla Parishads who play an important role as people’s representatives in a democratic system and clearly directed all the CEOs to shift their offices from Zilla Secretariats to Zilla Parishad office. In those districts where Zilla Parishad office buildings have been constructed, this directive should be implemented as soon as possible. However, in cases where such infrastructure has not yet been established, the CEO has been directed to identify suitable land and submit a proposal to the headquarters in this regard. He also sought the budget estimate for the current financial year from the CEO of Zilla Parishads.

The Chief Minister emphasized that it is within the purview of the President of the Zilla Parishads to prepare their respective budgets and then send it to the government after approval within the Zila Parishad House. This will ensure that adequate funds will be available for effective implementation of developmental initiatives in rural areas.

Conduct survey for construction of Chaupalaen

During the review of the construction of Chaupals, the Chief Minister directed the CEOs to conduct a need-based survey in their respective areas. He also directed to start the process of beautification of village ponds or construction of wall and ghat etc. on demand basis through Zilla Parishads. CM said, Chairman and CEO of Zilla Parishads should work together in planning development activities in rural areas.
