The Complaints and Complaints Commission of the National Electoral Institute (INE) resolved, by unanimous vote, the request for 11 precautionary measures, essentially, for alleged pre-campaign and campaign acts, personalized promotion, improper use of public resources, transgression to the best interests of children and the violation of the principles of impartiality and equity in the face of the Federal Electoral Process (PEF) 2023-2024.
Among these, as announced by the INE, the Presidency of the Republic was ordered to withdraw “morning” conferences, since the President of Mexico has been recurrent in holding demonstrations of a political or electoral nature during them.
Due to the above, he stated that Bertha Xóchitl Gálvez Ruiz denounced Andrés Manuel López Obrador, President of the United Mexican States and to various people in the public service who participate in the information format of the press conferences known as “las mañaneras”, due to their demonstrations carried out in the electoral process, held on September 7, 8 and 13, 2023, since in the opinion of the complainant, this benefits the party Morena and Claudia Sheinbaum Pardo and harms the opposition political parties and her person.
From the preliminary analysis of the phrases and statements made as a whole, it is noted that the Head of the Federal Executive made express reference to the 2023-2024 Federal Electoral Process andinsistently exposing the continuity of what he calls “his movement or transformation project” which constitute, under the appearance of good law, declarations of an electoral nature, for which precautionary measures were issued to order the elimination of audio, audiovisual files and/or stenographic versions of the aforementioned conferences and any other electronic platform under their control. dominion, control or administration.
Likewise, the Commission considered the admissibility of precautionary measures, under the aspect of preventive protection, so that the President of the Republic refrains, under any modality or format, from making statements, issuing comments, opinions or statements regarding electoral issues.
Derived from the fact that there is a real risk that the conduct will occur again, since the Complaints and Complaints Commission has issued multiple precautionary measures and the President of Mexico has been recurrent in holding demonstrations of a political or electoral nature. during the morning press conferences it was resolved that, prior to the start of the morning press conferencesa message is made public indicating the limits contained in article 134 of the Federal Constitution related to the constitutional principles of impartiality and neutrality that govern the actions of all public servants who attend said conferences.
