After a riot in the Ciudad Juárez prison, the CNDH urges to guarantee the conditions of governability

According to the CNDH, the Chihuahua prison authorities were asked to “safeguard the physical integrity of the inmates, the staff who work there, as well as the visitors, and where appropriate, provide them with the medical attention and/or psychological first aid that they require”.

According to the agency, the person in charge of the state Penitentiary System informed officials of the Third General Inspectorate that in the prison “the corresponding protocols had been activated, notifying the General Prosecutor’s Office and the State Police; In addition, the support of the Mexican Army had been requested.

The agency added that, as part of the precautionary and urgent measures, it requested “to guarantee the conditions of governance in said prison and to continue with the strict application of the corresponding protocols for the attention and control of violent incidents and those established in the Law National Criminal Enforcement”.

The CNDH indicated that, in a special way, “it was requested that dialogue, deterrence, and negotiation actions be carried out with the prison population, in order to restore order in said CERESO, as well as for optimal, adequate, and timely care, with respect to the human rights of the parties involved and implement an adequate mechanism to immediately inform the relatives of persons deprived of liberty and security and custody personnel about their current state of health, in addition to providing them with care medical”.

Regarding the actions of personnel from the National Defense Secretariat (Sedena) in taking control of the prison, the CNDH recommended that their actions “be carried out in accordance with the gradual use of force and only in strictly necessary cases, observing the principles of absolute necessity, legality, prevention, proportionality, accountability and vigilance”.

In addition to the above, the agency urged the carrying out of “an adequate, impartial, extensive and professional investigation into what happened, without any type of retaliation being taken to the detriment of the persons deprived of their liberty and/or their families.” .

Regarding the deceased people, he also called for collaboration in the investigation and “carry out different steps so that the relatives of the victims are provided with proper and timely information, as well as accompaniment and comprehensive care at all times.”

The CNDH reported that personnel from the Third General Inspectorate and the MNPT are conducting an investigation “in order to identify risk factors and propose specific measures to prevent acts of possible torture, cruel, inhuman, and degrading treatment associated with the acts that occurred recently.” ”.

Noting that personnel from the Third Inspectorate and the MNPT will go to Chihuahua to supervise the entity’s prisons, the CNDH indicated that “it will give timely follow-up to the results of the investigations initiated and will observe that the human rights of people are respected and protected.” aggrieved by the events that occurred, as well as the rest of the prison population and those who work there, in the event of any circumstance that may place them at risk or danger.”
